Elders:
<1>Those who have been elected for two terms
as the head of the collective body (administrative body), the
judiciary body (Brahmins),
and the legislative body (Senate) will assume the positions of the
Elders in these levels. <2>They will be witnesses of the
system. <3>Also those people who have been elected in any
position in any other level of government (except the direct
reporters whose terms are for three times) for four successive terms
will gain the title of Elder in that level.
<4>For example, if a person was elected for
four terms (sixteen years) by twelve people as their leader and he
never was elected in any higher level, he will become an Elder to
those twelve people. <5>But if he was promoted to a higher
level in the Hierarchy, in any level of the Hierarchy that he would
be elected four times, he will assume an Elder position in that
level.
<6>The
Elders
in all levels have an indirect but powerful influence on the
government. By their experience and because they would be out of the
activity of the system, they can see the problems or wrongdoings of
those in the system. <7>By their influences which they should
gain by their character and leadership abilities, with gain of
respect, they can point out these problems and constantly direct and
correct the system if it is so needed.
<8>The
Elders
would be out of the activity. Usually those who are outside of an
activity see things more clearly, and because of the experience,
proven characters, and abilities of these leaders through many
levels and tests in the past, these
Elders
will become the true seers of the problems and are able to influence
the direction of the leadership indirectly without being involved in
it.
<9>These
Elders
should influence the system through their fine characters and
wisdom. If an Elder does not manifest these abilities or loses them
because of old age or for any other reason, then his ill advice will
not be considered. <10>It is a prestigious position for those
who truly deserve its status.
<11>These
Elders
are the true leaders
who emerge as Great Souls and are in tune with
God's Will and the current situation of society. Those
Elders at the top of the Hierarchy should be highly exalted and
their words should be heard and accepted as
light for the guidance of society and humanity.
<12>The
Elders
from the heads of the judiciary (Brahmins)
and administrative bodies each can choose one person as their head.
<13>Also they will choose another person by a collective vote of
the two Elder bodies (judiciary and administrative) as the Eldest.
<14>The Eldest and the two heads of the
Elders from the
Collective Body and the Board of
Brahmins (judiciary
board) will be regarded as the guardians of our teachings and His
Kingdom.
<15>In any disputed matter or disagreement in
the case of spiritual, civil, judicial, or other spheres, when
unsolvable in the system through the decision-making process, then
the ultimate source will be the opinion of these three guardians in
each region.
<16>After they have meditated on the matter,
discussed the matter together, and reached the same conclusion in
one opinion, then that would be what all should accept as the Law
and the Will of
God.
<17>The final decision will be with the
Eldest.
<18>Also the Eldest has power to intervene in any level of
the Hierarchy, legislative, administrative, or judiciary bodies and
question their activities, decisions, or procedures.
<19>Only in this level, therefore, do the
Elders have a direct
influence on the system. Of course,
Elders can persuade the Eldest to influence the system directly
if they and the Eldest felt it was necessary.
<20>However, the
Elders
from the two bodies or collective body plus the Board of
Brahmins combined, can
vote the Eldest down if they feel that he is losing his power of
judgment (from insanity, old age, misuse of power, etc).
<21>The
Elders
also can be retired by vote from the board in each level from which
they have emerged.
<22>Also members of the boards of the
administrative and judiciary bodies can be impeached by the Senate.
<23>Therefore, although the Eldest apparently
has unlimited power, if he starts to misuse it he can be replaced by
the
Elders or by collective
vote of the administrative and judiciary boards, and if the
Elders
fail to do so or lose their abilities to judge, they can be
disqualified by the two boards (administrative or judiciary).
<24>If these two bodies unjustly try to disqualify them or
misuse their powers in any other case, they can be impeached by the
Senate, and if the Senators are not doing their duties
satisfactorily, they will not be elected by the people.
<25>The Senate also has the power of
questioning any activity in any level of government (judiciary and
administrative) if it seems desirable, but of course, only by
majority vote.
<26>On rare occasions, any eleven people in
any level of the twelve selection Hierarchy can, with a majority
vote of seven (spirit) or more, over four (matter) or less, vote
down the person who has been selected by them. <27>This can
be practiced more often at the lower levels of the Hierarchy and
much more rarely at the top.
<28>With the above power given to any group
to be able to control their representative (leader), and the other
safeguards described above, this system can truly be called a
government from the people, by the people, and for the people.
<29>That is when "The Meek will [truly] inherit the earth."
