Administrative Body, Twelve-People Leader Selection Process:
<1>There will ultimately be twelve regions in
the world. Each region will be divided into twelve sub-regions. Each
sub-region will be divided into states, each state into counties,
and each county into districts. Each district will be divided into
small communities (Communities of Light). <2>Any small
group of people (ideally around twelve people) in these communities
represents a unit of decision-making and of the selection process.
<3>Only those people who join this system of a small group of people
can be selected and promoted to the leadership of the collective
body. The only criteria necessary to form such a unit is the
desire of these people to form such a unit.
<4>One person will emerge as the leader from
each of these units (rather than being elected or selected by vote
in these small units, he might be selected by consensus as the
emerged leader). <5>Ideally each twelve of such leaders will
make up a second level of decision-making, and they will select one
person as their leader, and so on, until one community leader3
emerges from each community.
<6>Then one person will emerge as the leader of each
district, one as the leader of each county, and so on. This process
will continue until twelve selected leaders for all the twelve
sections of that region are chosen. <7>Any person who is
selected to serve on a higher level in the Hierarchy will be
replaced with someone from a level lower than the one from which he
had emerged. This process will continue to the bottom of the
Hierarchy, so that all the levels will be filled.
<8>There will also be six people selected on
a mass-vote basis. These six will not be chosen through the
twelve-people-leader selection process mentioned above, but rather
by general vote. These six elected will join the twelve who were
selected by the system described above. <9>Therefore, the
number of the collective body of each region will be eighteen:
twelve from the twelve-people selection process, and six
mass-elected. <10>One person will be selected as
representative of that region to the world collective body. One
person will be selected as the leader of the collective body, and
four as direct reporters to this leader. The rest (twelve) will be
divided into four three-person groups, each under one of the four
direct reporters to the leader.
<11>These twelve will assume the direct
responsibility for the twelve sub-regions. <12>The six
mass-elected cannot assume the positions of world representative,
leadership of the collective body, or become a direct reporter for
their first time elected to the collective body. <13>However,
they can assume the position of direct reporter after being elected
twice, and can be regarded as candidates for the leader of the
collective body or regional representative to the world body if
elected three times.
<14>Because the world representative of that
region, the leader of the collective body, and the four direct
reporters would no longer be available to assume the
responsibilities of the sub-region they were elected from, the six
mass-elected will each be given a sub-region to lead. <15>Since
the six mass-elected people will not necessarily be familiar with
the problems and situations of those sub-regions, the selected person
from that region and the ones who have been elected by mass vote
together will assume the responsibilities of that region. They will
cooperate together and the person who is selected by that region
will act as an advisor to the person who assumes his
responsibilities.
<16>However, if the person selected from that
sub-region does not agree with the decisions made by the person who
replaced him, the matter will be solved by the judgment of the
leader of the collective body. <17>If the problem is between
the regional world representative or the leader of the collective
body and the leader of their sub-region, the matter will be solved by
the majority vote of the collective body, or by the decision made by
The Eldest of the region.
<18>None of the four direct reporters to the
leader of the collective body can have leadership of a region he was
selected from, or can assume leadership of a three person group that
includes his region.
<19>The twelve selected by the process of
twelve-people-leader-selection dissolves each four years, and the
six mass-elected also have terms of four years.
<20>After four years, the collective body
will select the regional representative to the world body and the
leader of the collective body of that region for the next four
years. <21>After the selection of these leaders, the rest of
this body will be dissolved to their respective twelve-leadership
levels. Then the leaders for the next four years at those levels
will be selected. The rest will dissolve to the next twelve-selected
leadership units, and so on, until all the levels are selected.
<22>Because of the dynamics of the system, it should not take
a long time.
<23>The terms of the six elected at large
will end before the selection of the regional body and the world
representatives. Thus if they were elected for a second or third
time, they can be considered as possible direct reporters, the
regional representative, or the leader of the collective body.
<24>A person can only be selected as leader
of the collective body for two periods (eight years). If a person
succeeds in being the leader of the collective body for two periods,
he will assume a position of an Elder of the collective body.
<25>Also, any person who is selected as direct reporter for
three times will assume the title of Elder in that level. <26>The
members of the collective body, or any other level in the
twelve-people-leader-selection process down to the bottom of the
Hierarchy, can only be selected in any given level for four periods
(sixteen years). This is also true for the regional representative
in the world body.
<27>If a person was elected for four periods in a level of
the Hierarchy, he will assume an Elder position at that level.

3 The leader of the community can emerge from the
community at large (without breaking the community into 12 people
units). But by formation of 12 people units, the effect of
mass hypnosis (when people follow the crowd and lose their own
identity) will be broken. The person who emerges from the 12,
however, should prove his or her worth, to each person in the group,
before being chosen or emerging as the representative of the group.
